Founded in 1931, JVS SoCal’s earliest purpose was to assist refugees and other marginalized population groups that were being discriminated against and excluded from the workforce. While our programming has grown, our mission remains the same: to empower individuals to achieve economic independence through sustainable employment. Throughout our 92 years, JVS SoCal has worked tirelessly to transform lives across Southern California through proven workforce development and career services.
From more than twenty locations, JVS SoCal services reach over 40,000 people annually, helping them overcome the obstacles that are holding them back from achieving economic independence. JVS SoCal programs take many approaches to reduce barriers to employment, close the skills gap and increase opportunities for job seekers so they may secure rewarding jobs with career mobility, build financial independence, and support themselves and their families.

For the Future
For more than 15 years, JVSWorks programs have offered technical and soft skills needed by industry experts in growing fields. The programs also help cultivate increased confidence and resilience, empowering people to pursue their goals with renewed determination and clarity.
Our proprietary suite of four tuition free eight-week training programs is built on a foundation of support, including job search, gaining successful employment, and longer-term retention and growth. JVS SoCal offers tools, training, and opportunities to enter rapidly growing fields that provide graduates with excellent career advancement. 100% of JVSWorks participants come to us facing multiple and often acute barriers to employment; and many are members of historically
marginalized communities.
The commitment of our students is rewarded by all our employer partners in each of the different programs, as they guarantee interviews upon graduation for the entry level positions with great opportunity for moving up. All of our programs foster this growth mindset, as graduates are encouraged to maintain relationships with their former teachers and classmates to provide guidance on accessing further resources, mentorship, and continuing education opportunities.

These programs have been instrumental in equipping participants with essential skills, fostering personal development, and paving the way for meaningful career development and growth. HealthWorks provides classroom-based instruction and clinical practice delivered through partnerships with the Annenberg School of Nursing and the Los Angeles Skills Academy and culminates in the students’ licensure as Certified Nursing Assistants (CNAs) in the
State of California.
Training modules cover topics such as responding to emergencies, measuring vitals, restorative care, providing end of life care, aging, disability, and dementia sensitivity. Employer partners offer graduates positions that are full-time, include benefits, and offer competitive starting wages.

WHO CARE
In 2017, Tina Weathers was in school, aspiring to become a Registered Nurse. She was in love and engaged to be married. She was eager to dedicate herself to the family she was hoping to start. But, things didn’t go as expected, and her relationship soured. She ended up with no income, no job and little hope for a bright future.
Tina then started searching for opportunities to get her life back on track. With little experience, things were looking bleak. Then, she found JVS SoCal’s HealthWorks program.

I’D SAY DON’T GIVE UP…
After completing the intensive eight-week training program, which prepared her to become a Certified Nursing Assistant (CNA), Tina landed a job at an assisted living facility in Pasadena. This became the first step for her growth in the healthcare industry.
Today, Tina works at UCLA Health. She has also held positions at the American Red Cross and Children’s Hospital Los Angeles. “Right now as I’m working at the hospital, there are so many other programs that don’t rely on just becoming a Registered Nurse (RN),” explains Tina. “There are other programs like surgical tech, that’s the one I want to be in. There are so many opportunities that people can get into that they just don’t know about.”
One of the perks of the HealthWorks program is that not only are graduates ready to be certified as CNAs, but they get the opportunity to be interviewed at the graduation event by several of JVS SoCal’s employer partners.
Tina wants everyone to know that there are people that want them to succeed. “There is help out there, there are people who care and want you to succeed. I’d say don’t give up… I know that sometimes it seems that there’s nowhere to go and that sometimes this is it, which is not the case,” Tina continues. “Some people don’t realize that there are so many other things, so many opportunities out there.”

Veterans first
JVS SoCal is a leading organization in Los Angeles County for workforce development and in helping Veterans to find employment. Our goal is to support the workforce development eco-system by prioritizing the needs of Veterans and giving them a platform to express their concerns.
Our Veterans First program responds to the emotional, physical, and financial health needs of Veterans, spouses and reservists living across the greater Los Angeles region. Services include mental and emotional health resources, housing support and interventions; and intensive career services including job readiness and essential skills training, vocational training, and job placement and retention support, to smooth the way for their successful transition into a civilian career. Thanks to our donors and philanthropic partners, all assistance is provided at no cost to the Veterans, from offices conveniently located across the region. Against the backdrop of our growing Veterans program staff team, 70% of whom are Veterans and 30% of whom are women or women Veterans, we are learning how valuable trusted messengers are to those we serve.
Partnerships
In new programming, our Veterans First is responding to the increase in justice-impacted Veterans who are seeking services. To respond to this increase, we have formalized a partnership with Five Keys, a nonprofit colleague agency focused on service to individuals returning from the correctional system. Each enrolled Veteran completes two
hours of skills training, prepares for a career with CalTrans and others, and is supported through the employment process and for one year post-employment.

How Navy Veteran
Ricardo Arellano’s life changed
Ricardo Arellano exited the Navy after eight years working as an aviation structural mechanic. Like many Veterans, he had to look for a new job in a different environment. Back in civilian life, he was able to work security in a hotel, where he met many celebrities. But what caught his attention were the maintenance technicians walking all around the building, tools in hand, filling work orders. “So that already started my curiosity in getting myself to be a maintenance technician,” remembers Ricardo, who picked up an apprenticeship program and worked with an electrician for three years.
When the COVID-19 pandemic hit in 2020, he started to run out of work and his wife also became unemployed. But, he was able to do side jobs as a handyman and he ultimately went to Bob Hope Patriotic Hall in downtown Los Angeles, where JVS SoCal offers employment services to Veterans. In fact, we operate the only site in the Los Angeles County America’s Job Centers of California (AJCC) network focused on supporting Veterans. Through JVS SoCal’s services, he was referred to the ApartmentWorks program. Among many of the supportive services Ricardo received during his training were gas cards, as well as a new set of tools from Harbor Freight Tools. He was also provided with rental assistance during the length of the program.

AFTER GRADUATION, HE WAS ABLE TO INTERVIEW
WITH COMPANIES THAT PARTNER WITH JVS SOCAL.
“I reached out to my Veterans Resource Center. They pointed me to the JVS SoCal program because of my background and the knowledge I already accumulated while I served,” remembers Ricardo. Ricardo honed his skills, learning all the insights of drywall, appliances, electrical and plumbing work, among others.
ApartmentWorks truly changed Ricardo’s life. After graduation, he was able to interview with companies that partner with JVS SoCal. He interviewed and got hired by Greystar. “Greystar was actually one of the companies that visited us during class and they specifically approached me because I was one of the military members of the class. And they asked me: ‘Oh, where do you live?,’ and they told me. ‘You know, one of our locations is right by you and we are looking for somebody, so please apply.’ And that’s exactly where I’m working now,” adds Ricardo.
Besides having a full-time stable job, the biggest perk Ricardo gets from this career-changing move is being able to provide for his family. He’s the father of an eight-year-old son and a three-year-old daughter. She has Costello’s Syndrome, which requires therapy several times a week.
“That has worked wonderfully. Thanks to Greystar, I have been able to balance between going to work and spending time with my daughter; my wife was able to take on some of those responsibilities as well, so it doesn’t all fall under me,” said Ricardo.

ApartmentWorks instructors deliver the National Apartment Association’s industry-recognized and certified curriculum to train participants in interior and exterior maintenance and repair, drywall, plumbing, appliance, electrical, heating, and cooling systems; as well as apartment maintenance terminology, housing law, and proper documentation. ApartmentWorks graduates become Certified Apartment Maintenance Technicians with a clear understanding of the industry they are entering and various career pathways available to them within their new industry and, other skilled trades; and an avenue to lift themselves and their families out
of poverty.
We are proud to be a vehicle by which women enter non-traditional careers, with 15-20% of each ApartmentWorks cohort being women. We anticipate and welcome this number to steadily rise. Employer partners offer graduates positions that are full-time, include benefits, and offer competitive starting wages.
Helping New
AngelEnos adapt
A little over 15 years ago, Jaklin Masoudi made the decision to leave her native country, Iran, with her family, including two teenage sons. She was fleeing from religious persecution in her country, which—among other things—limited her options for work as well as professional advancement.
“I met many challenges when I came to the United States 15 years ago. We faced a different culture, we had to start from the ground up, and we had many, many problems,” remembers Jaklin. “I had to overcome them. Immigration is an incredibly challenging thing for everybody, but these challenges improved my life.”
She was referred to JVS SoCal by CalWorks as part of the Refugee Employment Program, which helps refugees that have children under 18 years old. Then she was able to find employment through our Transitional Subsidized Employment opportunities, one of the employment and placement services the program offers.
“This was possible because JVS SoCal helped me in getting work experience through the Refugee Employment and Acculturation Services (REAS) program when I immigrated here,” explains Jaklin. “I have since earned a bachelor’s degree, helped sustain my family, and I’m proud to say I’m giving back.”
At present, she is a case manager in one of the America’s Job Centers of California (AJCC) offices in Los Angeles operated by JVS SoCal, where she helps refugees get through the difficulties of moving into a new country and the challenges it presents. Among the services she provides are helping them to enroll in school and learn English as a second language; and provide the tools so they can look for employment.
For Jaklin, this is a blessing because she is able to give back. “As a case manager, I help people find employment so they can settle in the U.S. and start a new life here,” adds Jaklin. “I love to see my clients improve and become successful.” Her two teenage sons have been able to continue their studies and become successful professionals. One of them is a pharmacist and the other one is completing his PhD in psychology; and both make her proud.

Our refugee services have been helping people fleeing persecution for more than 90 years, and have been a cornerstone of JVS SoCal since our founding. The Refugee Employment Program is designed to assist refugees in finding stable employment, integrating into the workforce, and achieving economic self-sufficiency. We offer comprehensive services, including job placement, vocational training, skills development, English language classes, and career counseling. We help local businesses and provide support for both employers and refugees during the hiring process.

In 2023, we presented scholarships to 214 Jewish students at an award ceremony held at Sinai Temple on July 27. The scholarships ranged from $1,000 to $10,000, for a total of $820,000. This is the 51st year the agency has awarded these need-based scholarships as part of a legacy program devoted to and funded by the Jewish community. To date, the JVS SoCal Scholarship Program has awarded $13.4 million to over 6,000 graduate and undergraduate students in the U.S. and across the world.
“This program was created to provide a bridge of opportunity for Jewish students and their families,” said Jeff Carr, Chief Executive Officer at JVS SoCal. “This program is successful because of its supporters and how much they care about the program and the scholars that benefit from it.”

24th Annual Strictly
Business Awards Dinner
The 24th Annual Strictly Business Awards Dinner took place at the Skirball Cultural Center, and was hosted by broadcasting icon Fritz Coleman. Year after year, our generous employment partners and donors come together to support JVS SoCal to provide people with the necessary tools, resources, no-cost job training, placement assistance, and retention support to help them overcome barriers to employment.
2023’s Corporate Partnership Award was presented to RadNet, a national leader in outpatient imaging, delivering high-quality, cost-effective solutions at its 375 centers. “RadNet has been an outstanding partner in our mission to empower people through sustainable employment,” said JVS SoCal’s Chief Executive Officer, Jeff Carr. “We are delighted to recognize an organization that is a vital partner in our training programs and hires our graduates.”
Accepting the award on behalf of RadNet was CEO Dr. Howard Berger and his wife, Karen Kaplan Berger. “RadNet’s social responsibility goes well beyond the
number of patients that we see at our centers; we are intentional in our efforts to meet the needs of the communities we serve, and this award by JVS SoCal
recognizes these efforts. We are humbled by this recognition,” said Dr. Berger.

The JVS SoCal Women’s Leadership Network (WLN) held the 11th Annual Woman-to-Woman Conference, centered around “The Power of Purpose.” The event is aimed at empowering women through JVS SoCal’s life-changing career and vocational programs, highlighting inspirational speakers, impactful conversations, and recognizing outstanding leaders.
Headlining this year’s conference was the presentation of the prestigious Rosaline L. Zukerman Women’s Empowerment Award to Alison Hoffman, the President of Domestic Networks for STARZ. In addition to Hoffman’s recognition, the Women’s Leadership Network Impact Award was given to Joe and Celia Ward-Wallace, the founders of South L.A. Cafe Hospitality.
“This year’s Woman-to-Woman Conference is such a powerful reminder of how we can all leverage our experience, and what we feel passionate about, to create a purposeful life that can affect real change and even inspire a community-wide movement,” said 2023 WLN Executive Council Chair Lauren Kurzweil. Under her leadership, the conference addressed critical themes related to women’s empowerment.
